Amends the Electric Supplier Act to allow broadband providers to access and use existing electric easements outside of grant service areas for broadband deployment, either on easements they control or through agreements with other easement holders.

Property owners outside grant service areas cannot prevent broadband providers with proper state and local permits from entering property to deploy broadband infrastructure upon, beneath, or over their land.

Property owners are entitled to just compensation for diminished property value from expanded easement use, with a 45-day window to demand compensation and 6 months to file suit in circuit court.

Broadband providers must indemnify property owners for physical damage caused by infrastructure deployment and must provide written notice 14-60 days before entering property with detailed installation plans.

Extends existing prevailing wage requirements, labor standards, and the January 1, 2030 sunset date to apply to broadband providers in addition to electric cooperative grant recipients.
