Renames the Illinois Emergency Management Agency Act to the "Illinois Emergency Management and Homeland Security Act" and updates the agency name throughout to include "Office of Homeland Security"

Creates a new Statewide Interoperability Coordinator (SWIC) position within the Agency to oversee emergency communications coordination across the state

Expands the Agency's powers and responsibilities to explicitly include homeland security functions alongside existing emergency management duties

Updates definitions and terminology throughout the Act, including revising the definition of "Exercise" to focus on capability development and validation

Takes effect immediately upon becoming law
