Exempts Illinois Emergency Management Agency and Office of Homeland Security procurement expenditures from the Illinois Procurement Code when responding to radiological incidents, monitoring nuclear power plants, or operating at nuclear facilities.

Amends Section 1-10 of the Illinois Procurement Code (30 ILCS 500/1-10) to add this new exemption to the existing list of procurement exceptions.

Introduced by Senator Christopher Belt on February 5, 2026, during the 104th General Assembly.

Takes effect immediately upon becoming law.
