Increases monetary assistance for National Board for Professional Teaching Standards certification renewal application fees from $1,000 to $2,000.

Creates a new $4,000 annual stipend for up to 5 years for public school teachers holding current National Board certification.

Establishes mentoring incentives of up to $3,000 annually ($50/hour for up to 60 hours) for National Board certified educators who provide mentoring or professional development to teachers and school counselors, with priority given to Tier 1 school districts.

Removes provisions for diversity-specific candidate cohort facilitators, rural/remote school incentives, and hard-to-staff school retention bonuses that existed in current law.

Allows program funds to be used for professional development training by National Board certified teachers and instructional leadership training supporting Illinois Learning Standards implementation.
