Creates the Illinois Future of Energy Choice and Economic Impact Commission within the Department of Commerce and Economic Opportunity to advise policymakers on energy policy issues including affordability, reliability, and workforce needs.

Commission membership includes 4 legislators (appointed by legislative leaders), directors or designees from the Illinois Power Agency, Commerce Commission, EPA, and DCEO, plus representatives from gas utilities, electric utilities, nuclear, renewables, labor, and business organizations.

DCEO Director or designee serves as Commission Chair; members serve without compensation and must meet at least quarterly.

Commission duties include analyzing Illinois's ability to remain a net energy exporter, assessing economic and workforce impacts of current energy policies, and recommending delays or elimination of energy policy timelines that negatively affect jobs or affordability.

Annual report to the Governor and General Assembly required by December 1 each year; the Commission sunsets on December 31, 2030.
