Establishes an annual $5,000,000 transfer from the Underground Storage Tank Fund to the Brownfields Redevelopment Fund, beginning July 1, 2026, and continuing each July 1 thereafter.

Expands permissible uses of the Brownfields Redevelopment Fund to include issuing grants and providing additional subsidization for brownfields cleanup and redevelopment projects.

Removes previous grant caps for the Municipal Brownfields Redevelopment Grant Program, which had limited municipalities to $240,000 (or $2,000,000 for those with River Edge Redevelopment Zones).

Modifies the 70% grant-to-project ratio requirement by allowing the Agency to establish exceptions through rulemaking.
