Creates the Residential Rental Property Registry Act requiring all landlords in Illinois to register each dwelling unit annually by January 1 with the Illinois Housing Development Authority.

Imposes an annual registration fee of $100 per dwelling unit, with a reduced fee of $50 per unit for owner-occupied buildings of 6 or fewer units; local housing authorities are exempt.

Prohibits landlords from collecting rent or allowing occupancy of unregistered units, and bars rent increases for landlords who have not paid the registry fee within the past 12 months.

Landlords providing false or misleading information face a $150 per-unit daily fine and are prohibited from filing eviction actions for affected units.

All registration fees and fines collected are deposited into the Illinois Affordable Housing Trust Fund to provide rental assistance.
