Grants the Illinois Labor Relations Board's Local Panel jurisdiction over collective bargaining matters, with certification requiring designation by at least 30% of active drivers or a majority vote in an election

Requires TNCs to provide the Board with quarterly driver information (names, contact details, ride counts) and prohibits disclosure of these records for immigration enforcement purposes

Establishes that TNCs must bargain collectively on compensation, benefits, and working conditions, while retaining management rights over inherent policy matters such as service standards and overall budget
