Amends the Illinois Gambling Act to allow video gaming terminals in addition to slot machines at gaming operations in O'Hare International Airport and Chicago Midway International Airport

Gaming remains restricted to secured areas past TSA checkpoints, available only to airline passengers aged 21+ who are private club members

10% of total gaming revenue from both airports must be distributed to local community entities including Chicago ward facilities, Park District, public schools, Police Department facilities, and the Residential Sound Insulation Program

O'Hare revenue distribution splits the 10% equally (1/6 each) among six recipients, including municipalities with mutual aid agreements (capped at 50% to contiguous municipalities)

Midway revenue distribution allocates 2% each to the five local Chicago recipients (ward facilities, Park District, schools, police facilities, and sound insulation program)
