Creates a cause of action allowing individuals to sue public bodies for deprivation of rights under the Illinois Constitution, with remedies including compensatory damages, punitive damages, and injunctive relief.

Eliminates qualified immunity as a defense for public bodies and government employees acting within their official capacity when accused of violating state constitutional rights.

Requires public bodies to pay all judgments, attorney's fees, and litigation costs when plaintiffs prevail, while individual government employees cannot be held personally financially liable.

Waives sovereign immunity for the State and its political subdivisions for claims under this Act, and overrides other statutory limitations on liability or damages.

Establishes that a court finding of constitutional violation by a government employee constitutes per se just cause for termination, and requires public bodies to maintain records of all judgments and settlements under this Section.
