Mandates 100% funding of all categorical programs under the School Code and School Breakfast and Lunch Program Act, eliminating proration, beginning with Fiscal Year 2027

Requires the State Board of Education to annually report to the General Assembly by May 1 the appropriation levels needed to fully fund mandated categorical grants for the upcoming fiscal year

Accelerates full funding of the evidence-based funding formula, requiring all Tier 1 and Tier 2 school organizational units to reach 100% of their adequacy targets by Fiscal Year 2027

Prohibits any school organizational unit from receiving less funding than determined under the evidence-based funding formula in any fiscal year

Takes effect immediately upon becoming law
