Increases civil penalties for discharge violations in Metropolitan Water Reclamation District show cause proceedings from $1,000-$2,000 per day to $1,500-$5,000 per violation

Raises court-assessed civil penalties for violating final Board orders or posing imminent danger from $1,000-$10,000 to $1,500-$25,000 per day/violation

Counts each pollutant limit exceedance within a single day as a separate violation, and each regulatory multi-day average exceeding limits also constitutes a separate violation

Grants the District sole discretion to consolidate new violations occurring after a show cause complaint into the current proceeding or pursue them separately

Expands enforcement authority to cover violations of permits (in addition to existing coverage of ordinances, rules, and regulations)
