Amends the Illinois Adoption Act to allow surviving adult children, adult grandchildren, or surviving spouses of a deceased adopted or surrendered person born in Illinois before January 1, 1946, to petition the court for appointment of a confidential intermediary

Enables courts to release the full adoption file to eligible petitioners through the appointed confidential intermediary

Expands existing confidential intermediary provisions that currently allow adopted persons, birth parents, and certain relatives to petition for information exchange, medical records, or contact with biological relatives

Adds adult children and grandchildren of deceased adopted persons to the list of those eligible to receive non-identifying information, medical information, agency contact details, and records about the state where surrender or adoption occurred
