Creates the Solar Energy Reliability and Affordability Checkoff Program Act, establishing a dedicated fund in the State treasury to support solar energy education, marketing, and research programs

Imposes a $5 per kilowatt-hour assessment on all solar energy systems sold for installation in Illinois, payable by owners, operators, or developers to the Department of Agriculture

Establishes a 7-member Solar Energy Reliability and Affordability Board appointed by the Governor, including representatives from community solar, utility-scale solar, residential solar, and solar trade associations, with members serving up to two 5-year terms

Board administrative costs capped at 5% of annual assessments; funds prohibited from use for political activity and must support research, communication, marketing, and education promoting solar and energy storage adoption

Requires annual financial and activities reports and mandatory annual audits by a certified public accountant, with the Board able to increase assessments every 2 years based on inflation (not exceeding 0.5% of wholesale product value)
