Establishes a grievance process allowing aggrieved students or their parents to file complaints with school governing bodies for immediate determination of violations, with appeals to the State Board of Education if rejected

Grants the Board of Higher Education rulemaking authority to implement and enforce the Act, while preserving protections under the federal Americans with Disabilities Act
