Beginning July 1, 2026, the Department of Human Services must reissue the original Guidehouse Rate Study cost and wage survey for community day services serving persons with intellectual and developmental disabilities to inform transportation funding rate increases.

The survey may collect data on provider contact information, employee salaries and benefits, staff turnover, day services costs, supported employment costs, and transportation-related expenses.

The Department of Healthcare and Family Services must file a federal waiver amendment to remove the 5-hour per day billing maximum for community day services for adults with developmental disabilities, while keeping monthly and yearly billing caps unchanged.

Implementation of the billing change is contingent on federal approval of the waiver amendment.

The bill takes effect July 1, 2026.
