Requires the Secretary of Transportation to submit annual reports on local airport project funding and reimbursement status to legislative leaders, appropriations committee chairs, and the Governor's Office of Management and Budget

Reports must detail local airport planning and design engineering costs approved for reimbursement but lacking executed binding agreements for federal or State fund reimbursement

Requires disclosure of airport construction bids opened without binding funding agreements with local airport sponsors for their construction cost share

Must include construction contract bids not awarded within 45 days of opening, with explanations for delays, and invoices for planning/design services unpaid within 30 days of submission

Reports are due by January 31 annually or 2 weeks before appropriation hearings, whichever is earlier, covering data as of December 31 of the prior year
