Creates the Warehouse Pollution Reduction Act requiring the Illinois EPA to establish a qualifying warehouse review program within 12 months, with Pollution Control Board adoption of final rules within 6 months thereafter

Applies to fulfillment centers, parcel hubs, and parcel sorting facilities of 30,000 square feet or greater, or facilities owned by entities with 500,000+ square feet of total warehouse space statewide

Requires construction permits for new or modified qualifying warehouses with conditions including zero-emission vehicle readiness and buffer requirements near sensitive receptors such as homes, schools, hospitals, and overburdened communities

Mandates annual reporting to the Agency including location data, owner information, truck trip counts, vehicle emissions data, and air-pollution mitigation measures, with initial reports due within 6 months of the effective date

Establishes the Warehouse Pollution Management Fund, authorizes mitigation fees directed to affected geographic areas, provides civil penalties for violations, and allows citizen enforcement suits with recovery of attorney's fees
