Creates a new licensing framework for fantasy contest operators with application fees of $500 (for operators with 7,500 or fewer active patrons) or $7,500 (for larger operators), requiring participants to be at least 21 years old

Imposes a 15% privilege tax on fantasy contest operators' adjusted gross fantasy contest receipts beginning July 1, 2026

Grants the Illinois Gaming Board authority to regulate fantasy contests and adopt emergency rules, with master sports wagering licenses valid for 4 years and renewable for $1,000,000
