Requires Illinois higher education institutions to grant academic military leave and prompt readmission to service member students who provide advance notice, submit intent to return, and have not exceeded 5 cumulative years of military leave

Mandates written accommodations between institutions and service member students, including flexible deadlines, make-up work, alternative assignments, remote participation, and extended time for coursework affected by military service

Prohibits institutions from imposing additional conditions for military leave beyond those specified in the Act, and bars discrimination based on military service affiliation

Establishes readmission exemptions for students separated with dishonorable or bad conduct discharge, dismissed officers, or those dropped from military rolls, with self-reporting requirements

Grants the Attorney General's ISERRA Advocate authority to investigate exemption violations and potential misuse of public funds, with enforcement powers and rulemaking authority
