Delays implementation of amendments to the Day and Temporary Labor Services Act made by Public Act 103-427 until January 1, 2028, restoring the Act to its pre-amendment form through December 31, 2027.

Temporarily removes expanded definitions added in 2023, including exclusions for agencies employing workers requiring specialized training (machine operators, maintenance technicians, quality technicians) and staffing/recruiting agencies.

Temporarily suspends provisions defining "applicant," "interested party," and "labor dispute" that were added to strengthen worker protections under the 2023 amendments.

Restores original legislative findings referencing approximately 300,000 day/temporary laborers and 150 agencies with 600 branch offices, rather than updated figures of 650,000 workers and 300+ agencies with 800+ offices.

Takes effect immediately upon becoming law, creating a two-year delay before the 2023 worker protection amendments become operative.
