Amends the Illinois Good Samaritan Act to provide civil liability protection for licensed health care providers who render medical services voluntarily without compensation or reimbursement from any source

Liability protection applies unless the provider's act or omission resulted from gross negligence or willful misconduct

Requires written notice and consent before rendering voluntary, noncompensated services in non-emergency situations; electronic medical record devices may be used for this purpose

"Medical services" broadly defined to include hospital, medical, surgical, dental, vision, and pharmaceutical services or products
