Creates the Hispanic-Serving Institutions Task Force to assess and make recommendations regarding State support for Hispanic-serving institutions (at least 25% Hispanic enrollment per federal definition) and emerging Hispanic-serving institutions (at least 15% Hispanic enrollment) in Illinois.

Task Force membership includes 16 members: co-chairs from the Board of Higher Education and Illinois Community College Board, representatives from state agencies, university and community college presidents, faculty members, students, and workforce/nonprofit representatives appointed by the Governor.

Requires the Task Force to identify barriers to student access, retention, and completion; review state policies affecting these institutions; examine best practices from other states; and consider feasibility of permanent state funding mechanisms.

Task Force must meet quarterly and submit a written report with legislative, administrative, and budgetary recommendations to the Governor and General Assembly within 18 months of the Act's effective date.

Task Force dissolves upon report submission; Act repeals January 1, 2029.
