Amends Section 5-5f of the Illinois Public Aid Code (305 ILCS 5/5-5f) to remove requirements for the Department of Healthcare and Family Services related to hospital readmission reduction programs

Eliminates the mandate for the Department to establish benchmarks measuring and aligning payments to reduce potentially preventable hospital readmissions, inpatient complications, and unnecessary emergency room visits

Removes the requirement to publish provider-specific historical readmission data and anticipated potentially preventable targets 60 days before program implementation

Strikes provisions requiring the Department to adopt reimbursement policies and rates for readmission services that would have reduced hospital expenditures by at least $40,000,000 by June 30, 2013
