School districts would be required to restrict access to restrooms, locker rooms, and dressing rooms based on biological sex, defined as male or female determined by chromosomes assigned at birth.

Districts must adopt policies providing gender-neutral or alternative facilities for students, staff, and the public as deemed appropriate.

Exceptions allow minors accompanied by opposite-sex adult guardians to use facilities appropriate for the guardian, and persons with disabilities may use facilities matching either their own or their caretaker's biological sex.

Custodial staff, school staff, and other persons would retain access to facilities during emergency situations.

The State Mandates Act may require reimbursement to school districts for compliance costs.
