IL SB3770

Creates the Global Hospital Budget Authority as a division within the Department of Public Health, governed by a Board with members from state agencies, insurers, Medicaid managed care organizations, hospitals, consumer advocates, and health care experts.

Establishes a voluntary global budget model where participating hospitals receive prospectively set annual budgets from participating payers for eligible hospital services, intended to reduce health care costs while maintaining access and improving quality.

Board staff, including executive director and legal counsel, are explicitly excluded from state employee status for compensation, pension, and retirement purposes, and the Authority is exempt from the Illinois Procurement Code.

Amends the Hospital Licensing Act to allow alternative staffing mechanisms including telemedicine coverage, affiliation agreements, and waivers for rural or critical access hospitals if patient safety and continuity of care are maintained.

Amends the Illinois Health Facilities Planning Act regarding certificates of exemption for ownership changes, permit applications for discontinuation of facilities or services, and State Board powers and duties.
