Creates the Reproductive Health Records Privacy Act requiring health information exchanges to segregate abortion-related medical information from other patient records by July 1, 2027.

Mandates health information exchanges implement technical capabilities to prevent disclosure, access, or transmission of abortion care records to out-of-state persons and entities.

Allows aggrieved individuals to sue for damages, injunctive relief, and attorney's fees for violations of the Act.

Authorizes the Attorney General to bring civil actions with penalties up to $50,000 per violation, based on factors including good faith compliance attempts and harm to patients.

Amends the Medical Patient Rights Act to explicitly permit segregation of abortion-related information in health information exchanges under this new framework.
