Creates the Neurodegenerative Disease Patient Protection and Progress Act requiring the Department of Public Health to establish a Neurodegenerative Disease Advisory Council with members appointed by legislative leaders and the Governor, including neurologists, patients, caregivers, and advocacy representatives

Requires the Director of Public Health to designate or hire a full-time Neurodegenerative Disease Coordinator to implement the Act and develop a State plan within 12 months addressing Parkinson's disease, ALS, Huntington's disease, multiple sclerosis, and related conditions

Establishes a voluntary statewide clinical and population registry to collect de-identified patient information (and limited identifying information with consent) for research, public health planning, and understanding disease burden

Creates the Neurodegenerative Disease Research Support and Grant Fund to provide grants to public or private nonprofit entities conducting neurodegenerative disease research

Requires annual reporting to the General Assembly, with provisions addressing equity and rural access, coordination with federal programs and academic partners, and interagency collaboration on environmental and occupational risk factors linked to these diseases
