Amends the Department of Human Services Act regarding the Home Illinois Program, which focuses on preventing and ending homelessness through emergency housing, rapid rehousing, outreach, and capital investment

Requires municipalities with populations of 500,000 or more (effectively Chicago) receiving state grant funding for emergency and transitional housing to comply with federal and state disability discrimination laws by July 1, 2027

Mandates that 30% of emergency and transitional housing funds be redirected toward improving accessibility and achieving disability law compliance if the municipality fails to meet the July 1, 2027 deadline
