Creates the Automated License Plate Recognition System Act to regulate how law enforcement and government entities use ALPR technology and captured plate data in Illinois

Limits authorized law enforcement ALPR use to specific purposes including Amber Alerts, missing persons, stolen vehicles, hit-and-run investigations, outstanding felony warrants, and forcible felony investigations

Requires captured plate data to be deleted within 3 days unless retained as evidence for authorized investigations or pursuant to a valid criminal warrant

Prohibits selling, leasing, or purchasing ALPR data, and bars use for monitoring First Amendment-protected activities, tracking individuals seeking lawful health care, or immigration enforcement purposes

Establishes penalties for violations and creates a private right of action for individuals whose data is misused, while authorizing ALPR use to track and investigate potential unlawful conduct by federal agencies and employees
