Increases Illinois minimum wage incrementally from $15/hour (through June 2026) to $27/hour by January 1, 2032, with intermediate steps of $17 (July 2026), $19 (2028), $21 (2029), $23 (2030), and $25 (2031).

Eliminates the lower minimum wage for workers under 18 years old, requiring employers to pay all employees the full minimum wage starting July 1, 2026.

Phases out the tip credit by January 1, 2030, requiring employers to pay tipped workers the full minimum wage without allowances for gratuities.

Requires incarcerated persons in work training programs, work assignments, and work release to be paid at least the state minimum wage, defining "work" as any task that would normally require compensation.

Establishes automatic annual minimum wage increases beginning January 1, 2033, indexed to the Consumer Price Index, and creates a complaint procedure allowing "interested parties" (organizations monitoring wage and labor law compliance) to report violations to the Department of Labor.
