Increases the Medicaid Access Adjustment payment to nursing facilities from $5.75 to $10.50 per diem, effective January 1, 2027.

Lowers the Medicaid occupancy threshold for facilities outside Rate Areas 6, 7, and 8 from 70% to 60% of occupied bed days, adjusted quarterly, to qualify for the Medicaid Access Adjustment.

Maintains the 70% Medicaid occupancy threshold for facilities located within Rate Areas 6, 7, and 8.

Amends Section 5-5.2 of the Illinois Public Aid Code governing the Medical Assistance Article's nursing facility reimbursement provisions.
