Expands the allowable uses of the Park and Conservation Fund to include the Department of Natural Resources' general programs, normal operations, and construction/maintenance of State-owned, leased, and managed sites, rather than limiting funds to specific conservation purposes

Removes the previous requirement that 80% of certificate of title fees deposited in the Park and Conservation Fund be used exclusively for bike path acquisition, development, and maintenance

Eliminates the mandatory 20% deposit from title fees into the Illinois Fisheries Management Fund for Division of Fisheries operations

Removes the 50/50 split requirement for vehicle registration fee revenue between DNR normal operations and State site construction/maintenance, consolidating spending authority under broader departmental discretion

Maintains the $10 million annual transfer from the Build Illinois Fund to the Park and Conservation Fund but changes the designated purpose from "conservation and park purposes" to "any purpose" as enumerated in the updated Section 805-420
