Repeals the Energy Transition Assistance Fund provisions from the Department of Commerce and Economic Opportunity Law and the Public Utilities Act

Eliminates the renewable portfolio standard requirements from the Illinois Power Agency Act, removing mandates for renewable energy procurement percentages

Repeals the Electricity Excise Tax Law entirely and removes provisions from the Public Utilities Revenue Act concerning taxes on invested capital and electricity distribution

Prohibits public utilities from charging any fees or surcharges for energy storage programs on customer electric bills

Removes Illinois Commerce Commission authority to permit or require electric and natural gas utilities to establish low-income discount rate tariffs
