DCFS must apply to the federal Administration for Children and Families to amend Illinois's Family First Title IV-E Prevention Plan to implement a "Community Pathway for Parents as Teachers" model

The program targets at-risk families with children ages 0-5 years, providing child development knowledge and parenting support to prevent child abuse and neglect

Families can access services through community-based referrals from organizations offering evidence-based programs, without direct child welfare involvement

Federal Title IV-E funding will support and expand the network of community-based services under the existing Parents as Teachers model

DCFS must collaborate with the Parents as Teachers Illinois State Office, the Illinois State Board of Education, and other relevant agencies in developing the program
