Mandates reporting from multiple state agencies including the State Board of Education, Department of Public Health, Illinois Emergency Management Agency, Department of Labor, and Department of Healthcare and Family Services

Reports must detail total spending amounts, specific appropriations, number of individuals served, funding sources, and contracts awarded for services including emergency shelter, food, healthcare, case management, and housing assistance

Requires all reports to be posted on the Department of Human Services' public website

Beginning with fiscal year 2028 budgets, the Governor and General Assembly must include detailed accounting of all proposed spending on noncitizen and asylum-seeking populations in state agency budgets
