Prohibits "foreign-influenced business entities" from making contributions or donations for political purposes, including candidate contributions, independent expenditures, electioneering communications, and ballot initiative support

Defines a foreign-influenced business entity as one where a single foreign investor holds 1% or more ownership, two or more foreign investors hold 5% or more combined, or a foreign investor participates in political decision-making

Requires for-profit business entities to certify to the State Board of Elections within 7 days of making a political contribution that they are not foreign-influenced, signed by the CEO under penalty of perjury

Violations result in civil penalties equal to the amount of the contribution or expenditure, with enforcement available through injunctive relief by the Attorney General, State's Attorney, or affected political committees

Candidates and political committees who receive certifications may rely on them in good faith and are not liable for violations by contributing entities; effective July 1, 2026
