Requires adoptive parents to receive information about developmental milestones (first steps, first words, toilet training) that occurred while a child was in foster care under Department of Children and Family Services custody.

Mandates disclosure of whether the child was placed in foster care before adoption as part of the non-identifying information provided to adoptive parents at placement.

Removes the existing right of foster parents to receive timely training to meet the hair care needs of children placed in their care.

Requires the Department of Children and Family Services to adopt rules implementing these changes by January 1, 2027.

All disclosures remain subject to State and federal confidentiality laws and cannot include identifying information about biological parents, grandparents, or other relatives.
