Amends the Substance Use Disorder Act to rename Article 40 from "Treatment" to "Services" for criminal justice clients and replaces references to "treatment" with "case management" throughout

Allows courts to sentence defendants to probation with case management services without entering a conviction, with consent of the defendant and State's Attorney

Probation under case management is not considered a conviction under Illinois law unless the defendant violates probation terms and judgment is subsequently entered

Upon successful completion of probation terms and conditions, the court must discharge the person and dismiss all proceedings against them

Establishes case management services as a permitted condition of pretrial release, with designated programs required to report progress and compliance failures to pretrial services agencies
