Requires a majority referendum vote from municipal electors before any sale of a municipal water or sewer system serving more than 1,000 customer connections to a private entity

Amends the definition of "water or sewer utility" under the Public Utilities Act to include only utilities serving 6,000 or fewer customer connections, adding this threshold to water districts, township systems, municipal systems, and other non-public utility providers

Accelerates the repeal date of the water and sewer utility valuation provisions from June 1, 2028 to June 1, 2026
