Extends the repeal date from January 1, 2027 to January 1, 2032 for seven professional licensing acts: Clinical Psychologist Licensing Act, Illinois Optometric Practice Act of 1987, Marriage and Family Therapy Licensing Act, Boxing and Full-contact Martial Arts Act, Massage Therapy Practice Act, Medical Practice Act of 1987, and Licensed Certified Professional Midwife Practice Act.

Amends the Clinical Psychologist Licensing Act to update provisions on written collaborative agreements, temporary authorization for out-of-state practitioners, disciplinary actions, and adds "email address of record" as a required contact method.

Modifies multiple healthcare licensing acts including provisions for massage therapists, optometrists, physical therapists, and physicians regarding licensure requirements, permitted activities, grounds for discipline, and delegation of authority.

Updates the Sex Offender Evaluation and Treatment Provider Act regarding licensure qualifications and hearing officer appointments, and repeals the roster maintenance requirement by the Department of Financial and Professional Regulation.

Amends business organization rules in the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act, Electrologist Licensing Act, Professional Service Corporation Act, and Professional Limited Liability Company Act regarding salon ownership requirements and professional service definitions.
