Establishes a new licensing category for "virtual wholesale distributors" who engage in wholesale distribution of prescription drugs without taking physical possession of the products, requiring licensure by the Department of Financial and Professional Regulation.

Virtual wholesale distributors must only contract with entities licensed under the Act to physically handle prescription drugs shipped into Illinois and are prohibited from operating out of residential or personal dwelling locations.

Expands the definition of "authorized distributor of record" and "third-party logistics provider" to include virtual wholesale distributors, integrating them into the existing drug distribution regulatory framework.

Requires virtual wholesale distributors to ensure that any licensed entity providing distribution services on their behalf complies with applicable requirements under the Wholesale Drug Distribution Licensing Act.

Makes conforming amendments to provisions covering unlicensed practice, license expiration, inspection powers, transaction restrictions, complaints, violations, and license suspension to incorporate virtual wholesale distributors.
