Creates a regulatory framework for fantasy contests separate from sports wagering, including licensure requirements, conduct rules, audits, recordkeeping, and responsible gaming provisions

Permits interstate pool sports wagering where Illinois patrons compete against out-of-state patrons, provided the pool is legal in all participating jurisdictions

Amends the Criminal Code to exempt participants in licensed fantasy contests from gambling convictions and modifies provisions on recoverable gambling losses

Includes fantasy contests in the voluntary self-exclusion program for sports wagering and grants the Illinois Gaming Board emergency rulemaking authority for one year to implement the new provisions
