Expands authority for all Illinois sanitary districts to sell, convey, or accept treated wastewater from private entities located within 50 miles of district boundaries, previously limited to only the Sanitary District of Decatur and Bloomington and Normal Water Reclamation District.

Authorizes agreements for treated wastewater sales of up to 30 years (increased from 20 years for North Shore Water Reclamation District).

Grants sanitary districts the power to acquire real property interests through gift, grant, or purchase to carry out wastewater treatment agreements.

Requires the Illinois Environmental Protection Agency to establish a permit process for sanitary districts to sell treated wastewater within one year of the Act's effective date.

Amends six separate sanitary district acts: the 1907, 1917, and 1936 Sanitary District Acts, the Metropolitan Water Reclamation District Act, the Metro-East Sanitary District Act of 1974, the Eastern Will Sanitary District Act, and the North Shore Water Reclamation District Act.
