Amends the Illinois School Code to create a new special education endorsement category for "Deaf-Hard of Hearing with Sign Proficiency" on Professional Educator Licenses.

Adds this endorsement as a distinct category separate from the existing "Deaf-Hard of Hearing" endorsement, recognizing educators with demonstrated sign language skills.

The State Board of Education, in consultation with the State Educator Preparation and Licensure Board, will establish specific requirements for obtaining this endorsement through administrative rules.
