Creates the Household Hazardous Waste Stewardship Act requiring manufacturers of household products containing hazardous substances to establish and fund statewide collection programs beginning January 1, 2028

Manufacturers must register with a stewardship organization by April 1, 2027 and fund collection costs on a graduated scale: 50% in 2028, increasing to 90% by program year 2032

Covered products include items meeting federal hazardous waste criteria (ignitable, corrosive, reactive, or toxic) and products requiring registration under federal pesticide laws, but excludes automotive fluids, batteries, pharmaceuticals, paint, and electronics already covered by other stewardship programs

Stewardship organizations must complete a household hazardous waste needs assessment by January 1, 2027 and submit annual reports to the Illinois EPA beginning June 1, 2029

Violations carry civil penalties, and making fraudulent statements to the Agency constitutes a Class 4 or Class 3 felony; retailers are prohibited from selling covered products from non-participating manufacturers
