Redefines "cannabis" under the Cannabis Regulation and Tax Act to exclude hemp, industrial hemp, and Illinois hemp for human consumption, while explicitly including "intoxicating hemp" as a regulated cannabis product

Prohibits the sale, delivery, or furnishment of hemp products intended for human consumption to persons under 21 years of age

Bans the manufacture, distribution, sale, or delivery of synthetic hemp products in Illinois

Directs the Department of Agriculture to adopt rules requiring testing, labeling, child-resistant packaging, and prohibition of child-attractive branding for hemp products intended for human consumption

Establishes civil penalties for violations, with proceeds deposited into the Industrial Hemp Regulatory Fund
