Classifies any medical efforts to modify anatomy, physiology, or biochemistry of minors with gender dysphoria as unprofessional conduct subject to disciplinary action by licensing boards

Bars medical doctors and mental health providers from referring anyone under 18 to other physicians for chemical or surgical gender dysphoria interventions

Cites legislative findings asserting puberty-blocking medications are "off-label," that 60-90% of gender-dysphoric children desist without intervention, and references health risks including sterility, bone growth issues, and cardiovascular complications

Amends the Medical Practice Act of 1987 to incorporate these restrictions and enforcement mechanisms
