Establishes minimum compensation values for virtual power plant program participants with energy storage: $250 per kilowatt-hour nameplate capacity for systems not receiving separate storage rebates, or $0 for systems that received rebates under other provisions.

Extends the $300 per kilowatt rebate for distributed generation systems until the later of December 31, 2029 or a threshold date, rather than the previous fixed deadline of December 31, 2029.

Limits county setback requirements between fencing and public rights-of-way for commercial wind and solar energy facilities to a maximum of 50 feet.

Reduces the maximum nameplate capacity for community renewable generation projects from 10,000 kilowatts to 5,000 kilowatts.
