Amends the School Code to impose a 1-year deadline on the State Superintendent of Education to complete investigations into educator license holders and issue formal discipline or otherwise dispose of the case

Investigations not completed within 1 year of receiving written investigatory evidence will be automatically deemed complete, with allegations determined unsubstantiated and dismissed with prejudice

License holders may request documentation showing when the State Superintendent received initial written investigatory evidence to track the deadline

Formal documentation of unsubstantiated determinations must be sent to the license holder within 45 business days, stating no further action will be taken based on the same facts or circumstances

The 45-business day documentation timeline may only be extended by mutual written agreement for settlement purposes
